City of PdC receives flood control grant for Jackson Street mitigation project

The Wisconsin DNR has awarded the city of Prairie du Chien a Municipal Flood Control Grant for $436,050, which will require a match of $255,000 from the city. The funds will be used toward the flood mitigation project involving the area near Godden pit and the Jackson Street ditch. During its regular meeting Tuesday night, the common council discussed the proposed plans and funding, which will be finalized by the council at its Feb. 3 meeting.

The proposal involves the construction of two detention basins and a secondary ditch from the Jackson Street ditch to Godden Pit. Roger Kordus, a South Jackson Street resident, asked several questions about the proposal and asked the council to consider a land swap between him and the city related to the secondary ditch. No formal action was taken Tuesday night.

The common council also:
•asked that the ordinance regulating yard modifications, particularly height and size of accessory structures in residential districts, be sent back to the plan commission for further consideration. The ordinance was initially discussed by the council at its Dec. 16 meeting and failed, 6-3. Alderwoman Jean Titlbach requested it be brought back for discussion Tuesday night. The purpose of the ordinance would be to establish a maximum height of 20 feet and a maximum size of 1,000 square feet. Zoning Administrator Julie Jackson answered several questions from the council on the proposal. Comparable ordinances from Boscobel, Lancaster, Dodgeville, Viroqua and Ripon were handed out as well. If the plan commission makes additional recommendations, the council will again reconsider them.

•approved a second reading for the ordinance governing home occupations, which the Courier Press first reported about in its Dec. 17 issue. The purpose of the ordinance is to allow the use of existing single-family dwellings for short-term rental in the R-2 (medium density residential) and R-3 (high density residential) zoning districts. Edward Hayes-Hall was the only alderman opposed.

•approved payment of $750 to Jeff Kaiser related to condemnation action between the city and Kaiser.

•elected to keep the position of city hall receptionist open for six additional months, and divide the current job responsibilities between Barb Elvert, Cassie Rickleff and Joni Clausen, with each of them receiving an additional $1 per hour temporary increase in their base pay during the time the position remains open. In six months, the council will revisit the impact of the position being kept open and the possibility of reposting the position.
