City receives two major grants for River Park Drive water project

The City of Guttenberg was recently awarded two grants totalling $300,000 for the replacement of water mains along North River Park Drive. Total estimated project cost is $380,000.

  The City was awarded a $150,000 Community Development Block Grant (CDBG)  by the Iowa Economic Development Authority. The grant was made possible by funds from the U.S. Department of Housing and Urban Development through a contingency fund. 

The project was also awarded a $150,000 Emergency and Imminent Community Water Assistance Grant (ECWAG) through the United States Department of Agriculture, leaving the remaining $80,000 pending the Iowa Clean Water Revolving Loan Fund. 

During the winter of 2013-14, the city was affected by the extreme cold temperatures, causing vulnerable water mains in some areas of the city to break. These leakages were considered an "emergency" as defined by federal regulations. 

The funds will be released when the city meets conditions spelled out in the grants. The project is anticipated to be completed by December 2015. 

City Manager Mary Willett was the grant writer, with assistance in writing and the environmental review process from Upper Explorerland Regional Planning Commission.
