One block of Illinois Street by B.A. Kennedy will be two-way starting Monday

One block of Prairie du Chien traffic on South Illinois Street, from Webster Street to Cass Street, will become two-way, and parking will be prohibited on either side of that stretch of road, thanks to an ordinance approved Tuesday night by the Prairie du Chien Common Council. The change is effective Monday, Oct. 5.

According to Police Chief Chad Abram, the need for this adjustment came to the department’s attention through the common council.

“The aldermen in that district felt something needed to be done to alleviate congested traffic issues in the area of B.A. Kennedy Elementary School,” Abram said. “This is just the simplest solution we could provide for parents driving vehicles dropping off and picking up children at B.A. Kennedy. It’s a difficult area; the school is landlocked and there is no off-street parking. The long-term solution would be to look at creating a parking lot for staff.”

Abram added that, when there’s a snow emergency, school staff has to get creative in how they get to school. He said he’s even suggested they park at the high school and shuttle staff to B.A.K.

“We appreciate the dialogue we have had the opportunity to have with the city, staff members and local residents,” B.A.K. Principal Laura Stuckey said in a statement, “and we hope this change will be a positive thing for all who use Illinois Street.”

True Value TIF funds
During the same meeting, the council approved providing $4,000 in tax increment financing (TIF) funds to Nelson True Value to construct a conduit around the fiber optic line that runs alongside its new store on Marquette Road. True Value also requested $9,500 in TIF assistance to construct a retaining wall related to an Alliant Energy utility line project. The council opted not to approve this request.

“I assume they’ll proceed with the project, just without TIF assistance,” City Administrator Aaron Kramer said.

The new True Value is slated to open on Nov. 25.

Dillman project
Prairie du Chien businessman Blair Dillman has requested the city vacate a portion of Fisher and Rolette Streets on St. Feriole Island. The council approved the request, 5-3, with Jean Titlbach, Karen Solomon and Edward Hayes-Hall opposed. But the city will not proceed with removal until Wisconsin & Southern Railroad approves Dillman’s proposed project and his project officially gets underway.

“Blair has been proposing, since 2008, a series of improvements to the area around The Depot Bar and the Dousman House, which include pedestrian paths, kiosks and a railroad turntable,” Kramer said. WSOR approval of the project has not been obtained yet.

The sections of road that could be removed include Fisher Street, from its intersection with Water Street to a point 20 feet east of the most easterly railroad track, and Rolette Street, from its intersection with Water Street to a point 20 feet east of the most easterly railroad track.
