Halloween night A Prairie du Chien man was seriously injured when he was struck by a vehicle in downtown Prairie du Chien Halloween night, according to the Prairie du Chien Police Department.

At about 10:40 p.m., the police department was notified that a pedestrian was hit by a vehicle at the intersection of East Blackhawk Avenue and Michigan Street. Officers responded to the location and found a man on the roadway who was being attended to by a citizen.

According to witnesses, a dark-colored Ford truck was traveling east on East Blackhawk Avenue and failed to yield to the victim in the crosswalk. The suspect vehicle struck the pedestrian and left the scene, heading east on Blackhawk Avenue. The suspect’s vehicle was last seen by witnesses traveling south on Marquette Road. Further witness statements led officers to request assistance in locating the suspect’s vehicle in Clayton County, Iowa.

The Clayton County Sheriff’s Department located the suspect’s vehicle at an address in Farmersburg, Iowa. Deputies identified the driver of the suspect’s vehicle as Christopher Gossman, 33, of Farmersburg. Gossman was arrested for operating a motor vehicle while under the influence of intoxicants by the Clayton County Sheriff’s Office and further charges will be sought in Wisconsin in connection with the hit and run.

The victim, Tracy Hutchins, 63, was transported by Tri-State Ambulance to Crossing Rivers Health and later transferred with serious injuries to La Crosse via Medlink Air.

The Wisconsin State Patrol reconstructed the crash.

The investigation is in its infancy and more interviews are being completed.
