City agrees to discuss Bridgeport border agreement, new Eagles Club possible

The Prairie du Chien Common Council has decided to accept an invitation from the Bridgeport Town Board for city representatives to meet and discuss a border agreement and related matters. After closed session during Tuesday night’s council meeting, the vote was 7-0 in agreement to meeting with the board. But the council wishes to hold the meeting in open session at a time and place to be agreed upon, versus the closed session the town board requested. The council also directed Mayor Dave Hemmer to appoint council members, city staff and/or residents to represent the city of Prairie du Chien at the meeting. A date has yet to be set for that discussion between the two governmental bodies.

As the Courier Press reported in September, within the past six months, Bridgeport has taken the initial steps necessary toward becoming a village, which the city opposes. Both entities hope to protect their borders from changes due to annexation. The topic of merging their water and sewer utilities has also been raised by the city.

Also during Tuesday night’s meeting, the council:

•approved an ordinance rezoning a farm lot held by the Gerald Horkheimer Revocable Trust from low density residential to highway commercial, for the purposes of helping facilitate possible construction of a new Eagles Club. A public hearing on this matter was held on Oct. 20 and little objection was recorded. The exact address of the property has not been provided.

•approved a second version of a 2015 amended budget. City Administrator Aaron Kramer said recent increases in revenue and some additional expenditures led to this amendment. He said the projected budget surplus could be roughly $175,000.

•approved a one-year lease with Regal Marine Group through Nov. 1, 2016, though the Regals requested a 20-year lease, with two 10-year renewals, for the marina on St. Feriole Island. Denny Regal Sr. told the public works committee recently that a one-year lease makes it difficult for them to commit funds and obtain loans for proposed improvements to the marina. The committee expressed concerns about the condition and aesthetics of the marina. City staff plans to initiate discussions with the Regals on a longterm lease and provide the council a status report by the end of the year. This measure passed on a 6-1 vote with Alderman Ron Leys opposed.

•heard a repeat inquiry from Leys about the status of a dumpster that has been located on Parish Street. Leys said he would like to see the issue of dumpsters on city streets assigned to a committee if what is taking place with the dumpster in question is legal. The issue will be put on a future council meeting agenda.
