Prairie du Chien hires new city clerk, extends airport operator’s contract

A new city clerk has been hired, the municipal airport operator’s contract extended and the 2017 budget proposed. The Prairie du Chien Common Council met Tuesday night and approved each of these actions.

Tina Fuller was named, after closed session, as the new city clerk. Ironically, she was hired on the exact same day that current City Clerk-Treasurer Barb Elvert started her position with the city in 1974. Fuller is anticipated to start the job on Dec. 5, and Elvert has agreed to stay on for training purposes until Jan. 6.

The council also approved an extended contract with Rich Yeomans, the airport operator, for another two years at no increase in compensation. Yeomans indicated his desire to stay on after his current contract expires on Dec. 31.

The 2017 budget was proposed and a public hearing scheduled for Thursday, Dec. 1, at 7 p.m., prior to the final adoption of the budget. A budget workshop for the council is also slated for Thursday, Nov. 17, at 7:15 p.m., at which time the city government plans to specifically discuss 2017 allocations for community partners such as the chamber of commerce, historical society, etc.

Other business
•A five-year contract extension with City Attorney Lara Czajkowski Higgins was approved, with a payscale of $180 per hour in 2017. That amount will increase by five dollars per hour through 2021, when it reaches $200 per hour.

•A special event permit with Music Fights Back for June 23-24, 2017, was approved provided event organizers fence off the Coorough Cabin by no less than 20 feet and attach signage to the fence indicating “no trespassing.” The Prairie du Chien Historical Society had previously shared concern with protecting the cabin from potential damage happening at the time of the event. Music Fights Back organizers are hoping to move the event to a new location in 2018, but no further details have been provided about where that might be.

•An agreement between the state and the city for a Small Urban Operating Assistance Grant was amended, eliminating the safe ride hours—Friday and Saturday nights—from the Coulee Cab operation and reallocating these hours to weekday afternoons and early evenings. Scott Nichols, coordinator of the Crawford County Tavern League Safe Ride program addressed the council and said the program would continue offering late night and early morning hours. Safe Ride has acquired its own vehicle.

•A lease with Scream Xtreme was extended for the organization to utilize the cedar building on St. Feriole Island for their haunted house through the year 2028.
