City seeks realtor advice in revising Woodridge Acres subdivision covenants

In 2018, the Wisconsin Department of Transportation plans to mill existing pavement and overlay it with new asphalt on State Highway 27 between Cipra Road in rural Prairie du Chien and Water Street in the village of Eastman. Then, in 2021, another project, from St. Lo Drive in Prairie du Chien, up the Mondell Hill, to north of Cipra Lane, will be conducted.

The city of Prairie du Chien was been presented with the opportunity to “piggyback” onto this project to make improvements to East Blackhawk Avenue, from Ohio Street to St. Lo Drive.

According to a memo from City Planner Garth Frable, the city’s acceptance of inclusion in the project, which was made Tuesday night, means the state DOT will pay all construction costs for the travel lanes, and the city is responsible for 25 percent, around $5,000, of the design costs. The city is also responsible for the parking area costs and adjusting utility manholes, which equal about $35,000. The $5,000 will be billed over the next few years, while the $35,000 could be budgeted for in 2021, Frable said.

DOT documents describe the original pavement in this part of the city from 1994 as having been overlaid. That overlay would be milled off and redone with asphalt. Sidewalk curb ramps would be checked for ADA compliance and replaced if needed as well, as part of the project.

Upon city staff recommendation, Tuesday night, Aug. 15, the Prairie du Chien Common Council approved participation in a state/municipal financial agreement for the project.

Woodridge Acres housing lot sales
The city’s 24-acre Woodridge Acres municipal subdivision, which opened in October 2014, has 36 single-family housing lots for sale. The lots are priced between $11,000 and $25,000 and range in size from 9,600 to 28,940 square feet.
Since the subdivision opened, three local realtors were chosen through a lottery/draft process to list the properties: Kramer Real Estate, Remax Ridge-n-River Realty and Century 21 Welter Realty. After Exit Realty opened in Prairie du Chien in late 2016, the company expressed interest in being included among the listing agents for Woodridge Acres. One of the current realtors’ contracts ended July 31, though the other two won’t end until 2018. So, the city decided to take action in adding Exit Realty to the mix.

The public works committee suggested, and the council approved, to extend all of the current contracts until Dec. 31, 2018. At that time, each brokerage will be asked to fairly redistribute three of each of their Woodridge Acres lots to Exit Realty.

In addition, the city has asked each of the four realtors to make suggestions on revising the covenants governing the subdivision, in hopes that sales might be encouraged in the residential development. A review and comment period among the council will occur at the Sept. 19 public works and council meetings.

$500k for North Michigan
The city learned late last month that it was the recipient of a $500,000 Community Development Block Grant for Public Facilities to make street and infrastructure improvements. The project earmarked to receive the funds is the North Michigan Street water and sewer improvement project, also including equivalent work on East Haydn Street. The estimated $1.38 million project is anticipated to start on Oct. 31 and be complete by Dec. 31, 2018.

Acting fire chief
Prairie du Chien Fire Department’s Deputy Chief Tim Deluhery Sr. has been selected as the acting fire chief, following the retirement of Harry Remz. The council decided Tuesday night to provide Deluhery a stipend of $250 per month for his additional duties.

Other business
The St. Germain Gauthier House on St. Feriole Island was officially sold to the Prairie du Chien Historical Society and a lease agreement made, following council action Tuesday night. The cost to the society, for the house alone and not the property, is its fees in applying for grants and restoring the house. The intention for the historic, one-and-a-half story, French-Canadian log cabin is to restore it for interpretation of the community’s French-Canadian heritage, which is not currently derivable from any entity in Wisconsin, according to the society. Estimates for the overhaul as well as an endowment to maintain the property are in the $100,000. Fundraising is, of course, in the plans for this restoration project.

The city is accepting sealed bids for construction of an airport rotating beacon replacement, tower, base, conduit and wiring, installed per Federal Aviation Administration requirements.

After closed session Tuesday, the council voted to give street department superintendent Dan Titlbach a salary increase of $.50 per hour now that he’s past his post-probationary period.
