City to apply for $600,000 harbor access grant

City Planner Garth Frable received an OK from the Prairie du Chien Common Council Tuesday night to apply for a $600,000 Harbor Assistance Program Grant that will help improve Fourth Street, which connects to the harbor access on St. Feriole Island. (Fourth Street is the roadway in front of the memorial gardens.)

“Almost a million tons of materials have gone through that harbor (over the years),” Frable stated. “This grant program has been available since 1980. The city only applied for it once and got $20,000. This is the only harbor on the Mississippi connected to a publicly-owned rail harbor.”

The application will be submitted in conjunction with Prairie Sand and Gravel, the owner/operator of the harbor

The city previously received a grant to upgrade Villa Louis Road on the island, which is another main thoroughfare to the harbor. 

Other business

•The council approved an Aug. 3 reopening of Hoffman Hall, with new COVID-19-related wellness initiatives in play. 

•City hall is looking at an Aug. 5 partial reopening for citizens needing to conduct in-person business. Hours will be 9-11 a.m. and 1-3 p.m. in the beginning, with time in between to sanitize. Masks will be required, and community members are asked to come prepared to make visits as swift as possible.  

•City Administrator Chad Abram reported that city and Bridgeport Township officials met to discuss a border agreement. “We’re moving in a forward direction. There was very good communication, including some stuff that hasn’t been talked about in years,” he commented. 

•Abram also reported a $1,000 Walmart grant and $500 MG&E grant toward the dog park planned along the Highway 18 Bypass.

•Abram explained a new change from the state to the way alcohol licensing can be approved in the city. The clerk will be able to sign off, once the police department approves a background check, rather than waiting for the next council meeting for approval.
