Schubert resigns from Monona Council

City proceeding with annexation request from Casey’s General Store

The Monona Council approved the resignation of councilman Jason Schubert at its regular meeting April 18. In a letter to the city, Schubert, who has served on the council for nearly 2.5 years, said his position with his employer has changed, leaving him unable to continue fulfilling the requirements with the council. 

“I feel it is best for me to make room for someone with the time and energy to devote to the position,” he stated.

The council intends to appoint someone to the seat at its Monday, May 16 meeting. Anyone who is interested in being appointed to the council is encouraged to submit a letter of interest to the city, including a brief narrative as to why they would like to serve on the council. Letters of interest are due to the city by 4 p.m. on Thursday, May 12.

Following the appointment, if any city residents disagree with the decision, they have the right to file a petition asking for the seat to be filled by a special election. The petition would need to include 15 percent of the number of voters who voted in the last election.

The person appointed to fill the vacant seat will serve until the next election, whether that is a city or state election, which is Nov. 8 of this year. The person elected to fill the vacancy at that time will serve the remainder of Schubert’s term, through Dec. 2017.

Annexation

The council approved a request from Casey’s Marketing Company to initiate the annexation process for 1.4 acres of land east of South Main Street/Falcon Drive per the plat of survey. Casey’s Marketing Company is a subsidiary of the well-known convenience store chain Casey’s General Store, Inc. The property is located in the southwest portion of 12634 Falcon Avenue, and is currently developed as a parking lot by Birdnow Chevrolet and zoned as C-1 highway commercial district with Clayton County.

As the city moves forward with this annexation, city administrator Dan Canton said the council should also consider annexing other homes and businesses in the area. They would also have to consider if much engineering work would need to be done to service the homes and businesses there now that are not currently within city limits, he added.

Mass notification system

The council agreed to implement a mass notification system to notify residents of utility repairs or advisories, emergencies or other issues. The city has been using the city website, Facebook, Channel 13, KCTN , the newspaper and word of mouth to reach residents, but there were some complaints that people were not getting the information.

The city will use the company One Call Now, which is currently used by the MFL MarMac School District. It is also the most economical, noted deputy clerk Linda Gullickson. Call credits can be purchased for 15 cents per credit. For example, if the city contacts 600 residents, it would cost $90.

Residents will have to sign up for the program and choose whether they would like to be notified by a text message, phone call or email.
