MINUTES OF THE SPECIAL COMMON COUNCIL 

August 31, 2021

 A regular meeting of the Prairie du Chien Common Council was held on Tuesday, August 31, 2021 at 6:00 P. M. in the Council Chambers of City Hall. Mayor Dave Hemmer called the meeting to order.

GENERAL ITEMS TO BE ACTED UPON

1. Call to order/Roll Call – Gilberts, Wittrig, Solomon, Riebe, Bremmer, Ingham (arrived during the recess), Ziegler (Zoom) and Myers absent. City Staff present, Mayor Dave Hemmer, City Administrator Chad Abram and City Planner Garth Frable. 

2. Certification of the open meeting law agenda requirements and approval of the agenda. Motion: Bremmer, Second: Gilberts, Roll Call Vote: 6-0

3. Pledge of Allegiance: Chief Kyle Teynor

4. PUBLIC HEARINGS

A .   Public hearing on rezoning the approximately four acres on the south side of parcel #271-0750-0000 (Lots 2 and 3 of Crawford County Certified Survey Map 1503) formerly known as Blackhawk Junction and that is generally located at 700 East Blackhawk Avenue from “B-2 Highway Commercial” Zoning District to “PCD Planned Community Development” Zoning District.” (Brought by the Redevelopment Authority of the City of Prairie du Chien for the former Blackhawk Junction Mall property). – The public hearing was opened by Mayor Hemmer at 7:00 P.M. City Planner Frable explained the rezoning and the council and two citizens asked questions. The Public Hearing was closed at 7:18 P.M.

B. Action on Aforesaid Hearing – Adopting ORDINANCE 2021-06 AMENDING THE ZONING ORDINANCE OF THE MUNICIPAL CODE OF THE CITY OF PRAIRIE DU CHIEN, CRAWFORD COUNTY, WISCONSIN – Action: To approve Ordinance 2021-06 and waive the first and second reading. Motion: Solomon, Second: Bremmer, Roll Call Vote: 7-0.

(Note: These items may be approved on a single motion and vote due to their routine nature or previous discussion. Please indicate to the Mayor if you would prefer separate discussion and action.) – Action: To approve the consent agenda. Motion: Gilberts, Second: Bremmer, Voice Vote: 6-0.

A. PLAN COMMISSION

1. DISCUSSION AND ACTION: on the Certified Survey Map for Lots 16,17 and 17 of Amber Subdivision located in Farm Lot 37 of the Private Land Claims at Prairie du Chien, City of Prairie du Chien, Crawford County, Wisconsin. – Action: To approve the Certified Survey Map. Motion: Gilberts, Second: Solomon, Voice Vote: 6-0.

10. NEW BUSINESS (Including items for future agenda consideration or Committee assignment)

A. DISCUSSION AND ACTION: The Public Safety Committee received request for proposals back on Space Needs Study for Public Safety Complex and are recommending Short Elliot Hendrickson INC. – Action: To approve the proposal with SEH for the Space Needs Study. Motion: Riebe, Second: Gilberts, Roll Call Vote: 6-0.

A motion was made at 6:20 to go into recess until 7:00 P.M. as the Public Hearing was published for that time. Motion: Gilberts, Second: Solomon, Voice Vote: 6-0.

11. ADJOURN TO CLOSED SESSION - Cancelled

A. A. Under Wisconsin State Statute 19.85 (1) (e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. RE: Possible Land Sale.
