The Prairie du Chien Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46(2m), which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection.

Charles R. Black has been convicted of a sex offense that requires registration with the Wisconsin Sex Offender Registration Program (SORP). Further, Black’s previous history places him in a classification level that reflects the potential to re-offend. 

This sex offender has served the prison sentence imposed on him by the courts. He is not wanted by police. This notification is not intended to increase fear; rather, it is the department’s belief that an informed public is a safer public.

Sex offenders have always lived in small communities, but it was not until the Sex Offender Registration and Community Notification Law was enacted, that law enforcement was able to share this information with the community. 

Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. 

Black is 51 years old. In 1988, he was convicted of first degree sexual assault in Rock County. In 2008, he was convicted of second degree sexual assault in Crawford County. The victims range in age from 19 to 9 years old.

He is described as a white male, 5’6”, 260 pounds, gray hair and brown eyes. His aliases are “Bobby Black,” “Moncoonz” and “Running Bear.”

Residence/employment

Upon release from incarceration on Aug. 2, Charles Black will be living at 1616 South Marquette Rd. in Prairie du Chien. Employment will be approved by the Department of Corrections.

Supervision plan

Black is to have no unsupervised contact with children. He is not allowed in taverns/bars or liquor stores and is not to consume alcohol or drugs. He must comply with standard sex offender rules, any recommended treatment and electronic monitoring. He must be registered for his lifetime with the Wisconsin Sex Offender Registration Program.
