Council okays state exam of Chamber records

The Guttenberg city council, at its monthly meeting on Nov. 4,  approved hiring the State Auditor’s Office to conduct a special examination that would focus on Guttenberg Chamber of Commerce records. 

City Manager Jamie Blume explained that this audit would be different from the regular exams that are conducted every year, as it would provide a more in-depth look at the Chamber’s financial records in regard to city funds that were provided to the Chamber. 

The scope and estimated cost of the special exam will not be known until auditors assess the situation. The special exam would not delve into other city accounts or functions, said Blume.

She noted that the last time a special audit was conducted was eight or nine years ago, after a group of residents petitioned the council. Monday night’s action was prompted by a request from the Chamber board. 

Blume added that the city’s accounting firm is not taking on any new auditing work; therefore, the state auditor’s office will  be performing the special exam. Final results of the state exam will be made public, she said. 

Other action

The new Clayton County Energy District Coordinator, Kelsi Davis, introduced herself  to the council and reviewed some of programs available.

Property owner Austin Coon returned to the council to continue last month’s discussion on easements and lifting a manhole cover. After lengthy discussion, the council voted to pay for the manhole cover at a cost of approximately $4700, on the condition that Coon grant an easement for lift station access and the turn-around area. Marina slip seasonal rates will remain the same for the coming season. The transient dock rates will be lowered to $1.50 per foot.

The council will begin its work on next year’s budget at a workshop set for Monday, Nov. 18, at 5 p.m.

The council updated an subdivision ordinance that would require city approval for anyone within two miles of the Guttenberg city limits who wants to divide a subdivision into 2 or more lots. 

The holiday lighting contest for Guttenberg electrical customers will have the same prize amounts as last year.

The pay scale for pool staff was approved, with increases in the base pay and incentives.

The council approved three annual reports for the year ending June 30, 2024: the annual financial report, the street finance report and the urban renewal report.

John Lutz with Origin Designs spoke to the council about improvements on River Park Drive near Clayton Ridge School. The proposed project would address surface drainage problems between Pryam and Pearl Streets. After discussion, the council voted to hire his firm to prepare a concept plan at a cost of $14,300.

After discussion, the council decided to deny a survey request from Guttenberg Rotary for Buechel Hill trail, since the project has been completed.
